Does anyone know if there are restrictions on bringing a plant into the US from Puerto Rico? If there are what are they?

There are certain restrictions, mainly having to do with fruits and edible plants that might carry into the US insect pests of commercial food crops. As of orchids there are vendors that send plants to the US all the time. I think the most important restriction has to do with plants that are potted in soil, apparently sending them to the US is a big no no. When I have sent orchids to the US, I check them carefully for insect pests and send them bare root to save money on shipping. By the way I don't sell plants, I have sent keikis and divisions to friends, never had any problem.

Puerto Rico is considered to be part of the US and you can send plants just like you would be able to if you were sending from one state to another. Some states have regulations that may restrict sending plants. I live in Oklahoma and would have to get a phytosanitary certificate from Hawaii if I wanted to send plants there but can send plants freely to any other state with just a few exceptions (Arizona is one). You would too.
