    I came across this resource Herbario Amo Publication

    In addition to Icones Orchidacearum, they have pdf files of Orquídea and Las Orquídeas del Occidente de México.

    Kelly, I don't know the details. But public domain has a specific meaning, and I think that they are copyrighted. I don't know their licensing term. However, with some scientific journals, authors can retain the right to archive (and/or redistribute) them in their personal or institutional web sites. The relationship between authors and publishers in academia is a little funny.
