Yes, I just tested it for you. The person who started the thread can click the edit button and select Advanced Edit. There you can change the title.

Edit: Although I changed the title of my thread from "favicon" to "favicon edited" to experiment, it still shows up on the Todays' active topics page as "favicon". When you open that thread in its own window the title is "favicon edited"

A favicon is what appears in your favorites folder when you add a website to your favorites list.
