What kind of culture do you give this? Do you give it a dry rest in winter?

NO - never, it is only few Coelogyne which do winter rests, like cristata, or nitida. But this sp is too delicate for winter rest, Once new bulbs matured it is advised to slightly lower watering, but never leave it dry. Pretty much intermediate conditions would be best all year trough.
